A function included in the GECK version 126.96.36.199.
Returns 1 if calling object is owned by the specified faction/NPC. This only checks actual ownership on the reference not the inherited ownership from the cell. If called without parameter, IsOwner returns 1 if the calling object is owned by the player. Note that IsOwner returns 0 if the owner is set to NONE, so it cannot be used to detect public ownership.
